A people and place approach has been promised in a new South Ayrshire Council plan.
Several objectives have been set out including reducing poverty and disadvantage and creating a better environment through social, cultural and economic activities.
The local authority has promised to deliver a range of services that put schools first, reduces the number of council owned properties and assets through investment, and improves roads and infrastructure.
Councillor Andy Campbell said: "Our people are our best assets who know their jobs and the residents in South Ayrshire that use them.
"They need to use their skills and experience to make the decisions that will improve the lives of local people.
"By changing how we work, we can make sure we get it right for both our employees, who do a great job day in and day out, and the people we're here to serve."
