The incident happened in Govan in the south side of the city on the night of July 11 and left two men seriously injured.
The men, aged 22 and 24, went to the Queen Elizabeth University Hospital after the incident on Langlands Road.
Detectives have confirmed a 25-year-old man has been arrested and detained in police custody as part of the investigation into the shooting. He is expected to appear at Glasgow Sheriff Court on Wednesday.
A 22-year-old man was arrested two weeks ago and appeared in court charged with attempted murder over the incident.
A statement from Police Scotland on Tuesday said: "A second man, aged 25 years, has been arrested and is presently detained in police custody in connection with the incident.
"A full report will be sent to the procurator fiscal."
