In the past five years, it has cut £33m but is now facing a £18m shortfall.
To meet the gap, leaders will propose a series of measures at a meeting on Thursday, including a three per cent council tax increase and the introduction of parking charges.
Angus council is still the area's biggest employer with a staff of 5000 people however, it has 600 less full time equivalent posts than it did six years ago.
It is looking for a reduction of a further 600 in the next three years meanwhile, management posts are being cut by 20%.
Councillor Angus MacMillan Douglas said: "Well I think it is the biggest financial problem that Angus council has ever had and we are coping with it by concentration very clearly on what we've got to do."
The council leaders claim there's a complete streamlining of the way Angus does its business, including making services more digitally orientated.
Councillor leader Bob Myles said: "There is a general expectation with the public out there that the council will deliver all the service.
"With the reduction in money that we are getting from the Scottish Government it becomes more and more difficult to deliver theses services to the standard we wish."
