The incident happened at Arbroath Bus Station in Angus at 6.30pm on Wednesday.
The man, who was intoxicated, was found injured in the waiting room.
Officers believe he may have been assaulted.
A Police Scotland spokesman said: "Initial enquiries, along with the man's own recollection of events, indicated that he had fallen and injured himself.
"However, it has since come to our attention that this man may have been assaulted, and we have already spoken with a number of persons who may have been involved."
