Councillors have agreed to put interim measures in place to run Edinburgh while they wait for SNP and Labour to agree a coalition.
The city is still without a ruling administration as the partnership has not been approved by Labour's national body.
While the council vote was three weeks ago, only lord provost Frank Ross is officially in post.
The Conservatives suggested an all-party cabinet should be formed in place of the coalition but they were voted down.
A proposal for a cross-party committee, taken forward by the Greens and supported by Labour and the Lib Dems, was agreed as a temporary solution.
That plan means council officials are effectively in charge until an official political administration is confirmed in June, most likely after the general election.
