Police officers were not responsible for the death of a man who jumped from the window of a third floor flat in Dundee, according to investigators.

Steven Smeaton, 33, died after falling from the flat on Forester Street in September.

Officers were initially called to the property after neighbours reported hearing shouting and the sound of a child crying.

They spoke to Mr Smeaton and a woman but found them "uncooperative and evasive", according to the Police Investigations and Review Commissioner (PIRC).

The woman was happy for Mr Smeaton to stay at the flat and claimed the person responsible for the disturbance had already left.

"Officers were content that the child, who was in bed, was not distressed and appeared to be safe and well," PIRC investigators reported on Friday.

"After checking with their control room that the man was not wanted for any warrants and being satisfied there was no domestic incident to investigate, the police officers left the flat."

A few hours later, Mr Smeaton was found dead outside the property.

PIRC commissioner Kate Frame concluded: "Having investigated the initial report of a disturbance, the police officers found nothing to indicate the man was considering taking his own life and from all the available evidence there is nothing to suggest his death was attributable to an act or omission by the police officers."

Investigators also said police had responded to the initial phone call about the disturbance within the required 15 minutes.

They added: "The actions of the officers were appropriate in gaining entry to the flat to assess the situation and check on the welfare of those inside the property."
