The man suspected of killing 19 people in a knife attack at a disabled centre in Japan allegedly outlined a similar plot in a letter to the country's Parliament.

The letter said he could "wipe out 470 disabled individuals" to help "revitalise the world economy" and "prevent World War III".

Sent to parliament's lower house speaker in February, Satoshi Uematsu said he would turn himself in after the attack, but made a series of demands for his treatment afterwards.

The letter said he should be jailed for up to two years before being given a new name, a disguise through plastic surgery and financial aid of £3.6 million.

"Please consider this fully for the sake of Japan and world peace," he wrote.

Police have arrested Uematsu, thought to be a former employee at the centre where the attack took place.
