A group of four were caught in a riptide at Sea Palling, according to the coastguard.
An East of England Ambulance Service spokesman said: "It's an ongoing incident, at the moment there are two patients."
A spokesman for Norfolk Fire and Rescue Service said they were called at 11.44am to attend Beach Road.
