Ten people have been rescued so far with efforts to find more survivors still ongoing.
There are fears the death toll could rise even further.
The bodies of the victims were taken to a local morgue after arriving back at a port, ITV News' Lutfi Abu Aun, who is at the scene, said.
The incident comes just hours after another boat sank off the island of Kos on Wednesday, leaving seven dead - including two children.
The twin tragedies also comes as Britain announces plans to resettle extra child refugees who have become separated from their families in Syria and other conflict zones.
